There are lots of people who drive without the license so that really isn't a deterrent either. Those with revoked, or suspended licenses hedge their bets that they won't get caught - generally doing all of their driving in rush hour traffic where the focus isn't on traffic enforcement. Ever notice that road blocks aren't put up during rush hour? Those officers who work traffic enforcement during rush hour respond to accidents? If you're not involved in an accident, you can basically drive anywhere during those hours...

Yeah, fines should be $500, loss of license for 2nd offense.
I could give out half a dozen tickets on my way home each day. And that is just the cars I can see next to me.
