Thus what you said earlier... the law dictates maintaining control of the vehicle, but doesn't prescribe how that control is maintained.  Foot controls, voice control, hands on steering wheel or not.   Cell phones as a hindrance to "maintaining control" are debatable state by state especially when so other activities take place while one is "maintaining control" which aren't up for debate like eating, makeup, reading, changing radio stations, talking to passengers, arguing with passengers, tending to baby in the back seat and the list can go on and on and on. 

I just don't see why cell phone's are singled out in some places.

Well,  a little common sense should be applied to these laws..  A person who uses his foot to steer or mechanical assistance from shoulders still needs to maintain control of the steering wheel.

Well that is a little erroneous...  True you have to maintain control of your vehicle, but you don't have to have hands to do so.  Guess you haven't seen some who doesn't have hands drive?

Me too. But the law makes the explicit distinction that cell phones are bad and cb and or eating fast food is okay.... 
 
It's automatically illegal to hold a phone to your ear no proof of distraction needed. It's legal to drive using a cb with both hands and both eyes unless they prove distraction.
