Well that is a little erroneous... True you have to maintain control of your vehicle, but you don't have to have hands to do so. Guess you haven't seen some who doesn't have hands drive?

I believe every state in the union has DMV laws that mandate you maintain complete control of the vehicle at all times. Hands off the steering wheel violates this law, regardless what you are doing with your hands.

Me too. But the law makes the explicit distinction that cell phones are bad and cb and or eating fast food is okay....
It's automatically illegal to hold a phone to your ear no proof of distraction needed. It's legal to drive using a cb with both hands and both eyes unless they prove distraction.
