I liked to the doc on accident. And it was a couple guys and m$ tried to ignore its existence. 

I got that they said its a waste of resources that some net (sneaker/peer/dark) will always be around.

Do they actually say it'll fail, tho - or simply that monopolies will have to become more attractive?

Of course, if the government starts arresting and punishing people using the darknet, that would be a big disincentive.  Police states *do* work - they just have to be prosecuted relentlessly.
