| I don't think you can update this iPod Touch to 4.3, Julie. I think 4.2.1 is as far as it can go. This is what I found re. a white noise app for the older iPod Touch. Looks like your husband may have to bite the bullet and get (or be given) a newer Touch! Sorry, Mr. Luddite!  Apple has dropped support for iPhone1, iPhone3G, iPod1, iPod2 which means we have to drop support for it. It is impossible for us to install an older version of White Noise on your device or even build a version with the latest developer tools that could run on your device (armv6 support dropped from Xcode).
