To answer your question,  can one make a network without an internet connection ,    just try it.  If you have a home WiFi / Router,  just unplug your Iternet connetion (WAN) input and see what happens.  You will find that your In-Home wireless network is still intact. 

 

I am not ‘expert’  on networking,  but it seems to me that if you plugged an AppleTV *  into your TV,   plugged in a WiFi  Router  inside your RV and set up a LAN,  you would have what you are looking for.

 

Note:* some modern satellite TV receivers already have a built in WiFi option so you don’t even have to go the route of AppleTV module or whatever for your TV.

We have an RV and DirecTV
Unfortunately the TV is in a position where one of us can not see the screen.

I have a mini iPad and know how I could connect the TV and iPad by a HDMI cable.

But is there a way I could do this wirelessly?
Could I make a "network" without an internet connection?
It would be easy to hookup a wireless Router... but would I need a mini server or not.

Or, is it even possible via Bluetooth?

I am open for ideas.
