I have always wondered with this.Will a fresh, empty iTunes, with Apple ID added, import everything back to iTunes? Id say music and photos synced won;t they can be resynced. Apps. call records, texts, books etc will? Or in another way, everything obtained from Apple will? items not obatined form Apple, wont such as music, photos I sync, files imported to iTunes via File Transfer wont?

Install iTunes on the new PC and then connect your iPad to it. It will walk you through the process.
