To answer your question, yes 16GB can be too small. I would recommend
a 16GB (it was the size I originally got) unless you think you would
be compelled to buy an upgrade unit within the next 2 years like I
planned. Take a look at my top storage eating apps, they total more
than 16GB. Also remember a 16GB iPad would be actually less than 16GB
usable storage.
