Windows based there is Access (part of Microsoft Office but also
available as a standalone) and there is FileMakerPro and there is
HanDBase, among other database manager programs. FileMakerPro has the
free FileMakerGo iPad app so that you can create the database on your
PC, then transfer it to the iPad and then you can enter/edit data on the
iPad and even print out reports from the iPad. The one thing you can't
do with FileMakerGo on the iPad is start a database from scratch.

HanDBase works back and forth between the iPad and the desktop
components, but it's a lot cruder than either Access or FileMaker.
