Second thing first....
Before I would do EITHER of those things to deal with that error message, I have two other things to try:
1. Settings -- Airplane Mode -- turn On, wait a moment, turn Off.
This will cause your device to disconnect from the network, then re-connect from scratch.
2. Settings -- General -- Reset -- Reset Network Settings
As to syncing email -- if you use IMAP, and put the same account info into the pc and into the iPad, the mail on the two should match.
