1. When you upgrade, you will get whatever version is current when you upgrade. Presently that is 7.0.2
2. Well over 200,000,000 devices are now running iOS 7. Some folks have font or contrast difficulties (which are Apple design choices, and not, technically, bugs), but extremely few true software bugs have turned up.
3. I would connect the iPad to charging while doing anything as critical as upgrading the OS.
