I wonder whether it may be the three simultaneous motor tasks required by talking (mouth) while manipulating a device (hands) while driving (hands and foot) that together cause the disability.  Two's bad enough, I've found.  The third may be the final straw.

I never intended my comments, below, to insinuate that BOTH hands were always required to maintain control of a vehicle.  I don't believe the law could successfully prosecute you if you only were using one hand.
