Maybe they have had a higher incidence of accidents' Fatalities and such that have reported cell phone involvement. It's been demonstrated in news and things like 20/20 or such that people involved in texting, chatting with their pals etc are at time MORE 'impaired' than a drunken driver.

Either way, be it cells or iPads etc, just drive like a responsible person and there won't be anything to worry about right? At least on YOUR end of anything bad happening. If some other dweeb pulls out in front of you and stopping suddenly, or plowing into other cars, YOU being focused and in control would, in a sense 'absolve' you of being (Legally) responsible for someone's death or injury.

I just don't see why cell phone's are singled out in some places.
