And those with no hands or feet still have to PAY ATTENTION to their driving. They CAN do it, but they must be FOCUSED. If they have no regard for other folks' safety, they usually *DO* care about their OWN safety.

Well, a little common sense should be applied to these laws.. A person who uses his foot to steer or mechanical assistance from shoulders still needs to maintain control of the steering wheel.
