It is like buying a bike training wheels. When she is ready to ride
without it, I'll take it off. I would rather have some type of
safeguard than none. Without it, the tablet have unharnessed access to
the web and all it's craziness. Apps can be inappropriate as well. It
is not necessarily the bad stuff, sometimes you may want to keep the
kid out of a good app or app that they enjoy.
