So the breeder wants to know his/her puppy will be going to a good home -- space, fenced yard, clean, maybe no small children or babies (depending on breed). It's not that they are thought to be unworthy, but that people lie. They may say they have a fenced yard but they don't.
Also, some nasty people sometimes want puppies of a particular breed for unsavory purposes, or they are a backyard breeder wanting new stock. Many reasons.
Good dog breeders feel they are responsible for the lives they bring into the world. That's why they take dogs back at any age and in any health condition.
Why would you think they shouldn't go to great lengths for their puppies? It doesn't mean they don't also care about and/or help and donate to human causes.
