I help with rescue in my breed, Bouvier des Flandres. We have very few in rescue. Often they are puppy mill dogs or from backyard breeders, sometimes run-always or thrown-always. Sadly, there are some dogs whose owners die and the rest of the family doesn't want them. Or people won come on hard times and can hardly afford to care for themselves, let alone a dog.
Good breeders REQUIRE that you return the dog to them if you don't want it any longer. Bad breeders do not.

On the other hand, my wife recently helped re-home 3 setters who had been well cared for all their lives, but needed rescuing because their owner died.
