It is not voltage but wattage ( in other words, Amperes) issue.

USB ports put out very few milliamps BY DESIGN. A USB Plugin on a computer by design like:

will charge substantially faster (I use these all the time)

This one is particularly nice because you can plugin something else on top of it and the 360 swivel means you can fit it into many angles on a wall power strip.  With the number of gadgets in my family I have a dozen of these for house and car. I never charge on a USB from PC unless desperate it is very slow to charge my Android phone, iPad, etc. THIS THING CHARGES FAST!!!

It is a voltage issue. Apple supplies a power supply specifically designed to charge the iPad. Your USB port on your computer might not put out enough voltage. You need at least 10W of power.

Also, your computer might go into standby or sleep and that affects charging.
