You're right. It will charge but not indicate it is doing so. I believe the term is "trickle charge". However the cord for the iPad and the iPhone - the cord part with the USB end - is exactly the same. The bricks are different which plug into the wall.
When I'm in a pinch, I charge my iPad via the USB plugged into the computer/laptop. Some charge is better than no charge and a dead iPad.

Ipad requires more current than iphone.
When the cuurent is less, it charges but does not indicate so as well as takes much more time.
Iphone charger gives less current as do some laptops on their USB port;
best

Subject: [iPad] Charging from USB
I just got my IPad2 yesterday. When I plug the cable from the IPad to the USB it says not charging. If I plug the cable into the ac adapter it charges. I tried the cable that came with it as well as the one for my IPhone. Does it not charge from the USB of the computer like the IPhone does??
