Not sure if it is a shortcoming requiring an app, Richard. I have no issues with WiFi and connectivity.
Try resetting your router and/or adjusting your antenna. I have seen issues corrected by reorienting your antenna. Remember, sometimes it can be a simple fix that saves the day. And sometimes the signal is terrible. Been there, done that.
Generally speaking, you should not have an issue connecting multiple devices.
Try to connect each iPad individually to confirm both devices work.
