The difference is probably based on importing from an SD card versus using the USB attachment. There are two pieces to the CCK.

Once we started discussing the SD card piece, that's what I tested with.

My iPad3 handles the photos the same way Mary describes.  My Camera Roll contains only those photos taken by the iPad.  My iPhone 4S is the same except that all pictures are in a file labeled Photo Library.
