I am a bit confused by the other answers.
First the iPad [well, my iPad 2] does not have a 'World Clock' like my iPhone 4 for different cities around the world. But I just download one of the many apps available on the app store to do that.
Second, it seems that the iPad must have an 'ordinary' clock because in at least one app, iCal in particular, the current time shows. In Settings>Mail,Contacts,Calendars there is a feature for Time Zone Support. That could not work unless there was a clock to be adjusted for the different time zones. Of course, it is not a count down timer.
Don't know if that clarifies or confuses.
