Since our ideas are yielding you unsatisfactory results, might you consider contacting Apple directly. Just let us know what advice they give you...

No size limit barrier. I download much larger apps for my grandson all the time.
Let's recap.
1. no restrictions on iPad or iMac
2. no age restriction (I've downloaded "questionable" apps with no problem).
3. iMac is OS X 10.7.1 (Lion)
4. iPad 2 OS 4.3.5
5. Live in USA
6. App I'm trying to download is rated 9+
7. App I'm trying to download is 4.1 MB (I've downloaded MUCH larger apps)
