I think because of the different underlying communications standards, CDMA (Verizon) versus GSM (AT&T) the hardware is actually different and consequently you can't run a AT& T iPad on a Verizon network. There has been speculation that a future iPad might have the two standards built in so it could run on either standard.

The answer is - yes, until she jailbreaks it.  And even then, since I
don't have a 3G iPad, I haven't researched whether a jail-broken iPad
can switch data carriers or not.
