My situation is the same and I'm guessing it's because you can only use Apple Pay for online purchases using your fingerprint.  If anyone knows otherwise, let me know and I'll give Apple support a call.

I just set up my iPad Pro the small one and I want to add the wallet. I finally found it in the settings and was able to add my credit cards. They have been verified but I still don't have the icon for the wallet on my desktop.
