If they found something it could have saved $10M chasing down criminals/terrorists and saved xx American lives.

Syllogisms – "If <premise>, then <conclusion>" – fail completely when the premise fails. 

There was no actionable intelligence on the phone, and no one knowledgeable in the case thought there would be, right down to the San Bernardino Police Chief.
