The PREAMBLE is not the CONSTITUTION.
It is an intentionally vague statement of why the founders wrote a constitution.
The document itself is replete with LAWS that SPECIFICALLY protect the people from actions of the government, and reserve rights to them.
Try reading through the Bill of Rights.
