Is it within the courts authority to tell the FBI to help Apple enhance Apple's security?

They asked, and Apple offered them a variety of help. The main thing they needed could not be done because they had stupidly made it impossible by allowing the iCloud password to be changed.

Then they got a court to issue an order for an action that was beyond the scope of the court's legal authority.
