I don't agree, Jim. The purpose of any civil constitution is to make the machine of government run effectively and smoothly. The people are always the greatest impediment to that.

Goals set out in the preamble to the US constitution:

1. Make the individual states work smoothly together (there were thirteen of them).
2. Make clear rules for avoiding and settling disputes ("establish justice").
3. Keep public disorder at bay ("insure domestic tranquility").
4. Keep outside aggression from endangering the state.
5. "Promote the general welfare" (a supremely vague goal).
6. Satisfy people's desire for individual autonomy ("secure the blessings of liberty").
