I am proposing a project that would require writing several hundred pages of
detailed solutions to math problems. It seems very 1970-ish to do this by
hand on paper. The mathematical symbols on MS Word would slow the process
down; in fact I believe a stylus being used by myself or a sub-contractor
with neat writing is the way to go.

So should I use an iPad? If so, what app would make sense to use? Or better
to use a Mac or PC? If a Mac/PC, how could I learn what s/w or accessories
to use?

BTW, the final product will not be widely disseminated or even sold. So it
doesn't need to be super professional looking. But it does need to be done
in a way that is as fast as writing on an old-fashioned tablet. (Remember
those?)

Do you know about LaTEX ?
There is a "TEX Touch" for the iPad.

That appears to still be a keyboard-input application.

Have you (OP) looked at MathType? it's an addon for MSWord that does more
than the built-in. There's a 30-day trial available.

Other than that -- what's wrong with Old Reliable. Do it on paper, then scan
the pages into your computer for easy copying (printing multiple copies) &
distribution by email if you want. It sounds like it'd be faster than
figuring out a new way to do it -- unless this is going to be an
oft-repeated project worth the learning curve -- or you just want to do it
on the iPad because you have one. :-)

Of course, you'd still need the somebody with neat writing part. :-)
And then there's Writer's Cramp. :-(
