Meh.
This was certainly formerly the case.

But now the carriers are all or mostly phasing out subsidized sales in favor of UNsubsidized time-payment sales, often with 0% interest, or people buy their phones from maker stores (e.g., Apple) for full price, often, once again, with 0% interest time-payments.
