That's to close the tabs, which isn't what she's asking about.
Not everybody will have that bar of links appear because of how they've
edited the Settings for Safari.
But what she's talking about is a bar of links that is just above the
tabs and the instant you tap on any of those links you are taken
immediately to that web-site. It's a bar of favorites, not a row of
tabs of sites she's recently visited.
