Thanks for the lengthy explanation, but again I wasn't complaining about how it is, just simply making a statement.

As I am attempting, rather inadequately, to express that even downloading the paid for iPhone version to the iPad (using 2x zoom) still made it an ad supported version.  How else can I say it?  Reread what I wrote before you reply...  Let me type it again.  Even downloading the paid for iPhone version to the iPad, still yielded an ad supported version.  So why not just pay for the iPad version at that point.   I will say this is the only app of my more than 300 at that time which didn't transfer over.

Again, not complaining, just stating simply that not all paid for apps transfer. Now I have to find my email from the developer which at the time confirmed exactly what I am saying.  Now it might not happen this way now, but this is EXACTLY what happened.  

All water under the bridge, not an app developer but as a business woman, I cannot begrudge them making their money any way they see fit and I love the game- just can't stand ads.  No way was I going to go back to an ad supported version, pay for it again and be done with it.  Plus this was over a year ago, I was simply stating that all paid for apps don't transfer over.

I have both paid for versions for Words with Friends now - phone and ipad.  If I wanted ads then certainly the free version was available...

Let me see if if I got this right.  In your example you owned the iPhone version of Words with Friends prior to purchasing the iPad. When you received your iPad, you went the AppStore and proceeded to download the apps you previously purchased to the iPad. 

On the iPad, when you searched for Words with Friends you would have been presented with a few versions of the game. On the top of the screen, you would have see the free and paid versions of the games for the iPad. On the bottom of the screen, you would have seen the iPhone versions of the games as well. 

What it sounds like you are saying is that Words with Friends is not an Universal (no + symbol next to the name in the AppStore).  Therefore owning the iPhone version did not provide you with the ownership of the iPad version.  

This would be similar to my situation with the Fieldrunners game (see picture below).

In my example, I would have to pay $7.99 for the iPad version. The iPhone version could be installed without paying another red cent. 

What I believe the people, that have responded to your posts, are trying to explain is that you could have downloaded the iPhone version again for free without paying for the iPad version. You would have had to hit the 2x button to have the app fill the iPad's screen.  So the original post was correct in that it indicated that the previously purchased app could be found and installed to the iPad. I would guess that at the time you did your searching and downloading of Words with Friends, your screen may have not looked quite like my screen. 

Apple made changes to the AppStore (I believe with iOS version 5.0) that made this experience better. Prior to the change, the picture above would have only showed the price next to both items. You would have had to click on price button and then on the "buy" button regardless of whether you owned the app or not. Only after doing that would the AppStore have informed you that "you already own" the app.  This was a silly way to do it, especially for a software company. 

Now Apple indicates next to the description that you already own the app by replacing the price with the word "install".  So you could have installed the iPhone app and had an ad free version without incurring additional costs. The iPhone version would not have looked as good as the iPad version, but it would have worked.
