I just read here that the sim is embedded. Maybe it needs to physically go to the telco for updating the embedded sim? Although I would have though that as long as they have the Sim ID they could do that in their system, this must already have been sorted out with the telco prior to release.

I, too, just got my new iPad Pro 9.7 (in rose gold - wow!), and am in a quandary as to how to get my AT&T cellular service up and running.
On my old iPad 2 I was/am using an AT&T sim card sent to me by my son that he used in his iPad 2 and is no longer using.
That "old" sim card will not fit into the slot on my new little iPad Pro. I was told by Apple support that I need to go to my local AT&T store to get a new sim card.
My sense is that I can't do that myself as the account is under my son's name and info. I have a call into him to discuss how we might handle this. I'm in AZ and he is in CA.
