You haven't paid for the phone. It is not yours. They lock all phones when on contracts.
That is what YOU accept when you purchase one of their subsidised phones.
If you pay FULL PRICE for your phone, it is therefore UNLOCKED and you can take it to any provider you like.
Very few phones that you buy from any provider will be totally unlocked. They will almost all be subsidised because tightwads like you won't pay the full retail price of a phone.
