Locking phones seems an inefficent means to achieve an end.
In NZ we dont lock them, the phone is yours if its on contract. The contract is with the customer not the phone. You can sell the phone, which you might do after one year as the next big thing comes out, just put your sim (which is you, and hence, the contract) into the new phone and sell the old one. Life is easy
The trend here is away from contracts. Buy the phone outright, choose pay now, 12 or 24 months interest free, no contract. Simple

Once it is paid for csll in and unlock it. Make sure your account isn't past due and you're all good. Ten minute call and 48 hour wait.
