Did you buy that phone from a provider?
If the answer is yes, then you have paid a subsidised price.
Therefore YES, the provider still owns the phone.
Pay them the unlocking fee, and they will unlock it for you and allow you to take it to ANY provider.
It isn't difficult to understand.
