When you get a phone at a discount your carrier asks you to enter into a two-year agreement and therefore a lock is put on your phone to not allow you to leave and before that agreement is fulfilled that is the lock

I am not happy with AT&T coverage in parts of my town. If I change to Verizon, I can't be sure it will be better until I sign up.
If I get an unlocked phone, can I change carriers back and forth?
