They are only locked when you are on a two year agreement with your carrier that is not illegal

Unlocked phones are those that will still work if you leave the cell supplier. They ought to be illegal, you pay for the phone but they no longer work when you quit the cell phone service supplier. Like having you landline phone quiit working when you chose another phone company.
