With game center I think so. Depends upon the game.

I have my iPhone 5, my wife's iPhone 4 and my iPad 3 all under my Apple ID and set to sync whenever I download an app so the apps appear on all 3 devices. There is one particular game call Ski Jumping Pro, where you increase your level play, earn points and can improve the equipment, talent, technical abilities, etc. of the ski jumper. Since I play it on both my iPhone & iPad, the game play and character does not match, i.e., the total points and character improvement aren't the same. Is there a way I can get them game play to be identical?
