As I read his email, he wants to view what is ON his TV on his iPad. The Apple TV product is only useful for streaming video ON your iPad TO the TV, and then only for a very few applications.
A bit more info is needed to determine your options. What is providing video to your TV? Most likely, your best option will be to purchase a Slingbox or Vulkan and use a wifi router to get the video to your iPad where you will need to purchase the companion app. Total investment, about $250.
