Certainly it's a bug fix with a new UI. Every upgrade of every
operating system is a bug fix with a new UI. How many iterations of OSX
have there been? Same in the Mac world as in the Windows world as in
the Linux world.
Why would you think an upgrade was anything else?
For a major change in how an operating system works, there would be a
new operating system instead of an upgrade, such as happened when the
Windows-based world moved from MS-Dos to Windows or the Mac world moved
to OSX from whatever there was before.
