I use MS OneNote, since I also use the PC desktop app (no Mac version); it
also syncs to a web site and can be used there as well.

I am a big fan of wunderlist. You can create many (unlimited?) lists and
sync them between iPhone, iPad, etc. They also have basic clients for
several OS's, but I tend to use the web interface from my computer.
The shared lists are very handy (wife adds Honey Do items to my list, so
perhaps too handy!).
App and service are free, but they also have just introduced a paid Pro
version for business users.
Otherwise, since you have a gmail account, the Gmail todo list functionality
combined with an app like GoTasks may serve your needs.
