OneNote won't sync to its cloud when you're offline but you can still use it
& access its pages.
Or you could do the really simple thing & use the built-in Notes app.

After soooo much reading and research and comparisons and confusion, I
finally downloaded the OneNote app for my iPad3. After all that research,
not once did I see an indication that you must be connected to the internet
to use it.
What good is making a shopping list on my iPad that I can't access when I
