She should have escalated the call. AT&T phones run on the GSM network and so does the rest of the world so outside of contract she should at least be able to get the MSL code that would allow another carrier to put the phone on their network the MSL code is the key but having a MSL code does not mean that the phone is unlocked it just means that you have the key to lock

Yes, the phone was long paid for and out of contract for a year before she asks for it to be unlocked and was refused.CarolThen she hadn't paid back the balance of the subsidised fees for the phone or the unlocking fee that is usually required if you try to unlock early.
