My iPad 2 seems slow too, even when not comparing it with later versions. But I can watch streaming video on it.

My guess is, that iOS has outgrown the 0.5 GB RAM size (in whatever way), causing it to use virtual memory in storage.
Another guess of mine is, that iOS may have become more 64-bit, with conversions needed for running on 32-bit hardware.

Thirdly, under iOS 9.x updating apps has become a problem: many apps don't complete updating, probably keeping the system occupied. Rebooting may help a bit. (My 64GB iPad 2 still houses many apps after uninstalling quite a bunch. So updating does take time.)

Strange my iPad 2 is so slow it barely opens an app. Also wifi is slow than the 3G SIM card connection. This with all apps closed and all updates.
