I migrated all of my Notes from iOS6 to iOS7 with no loss of data & have added several new ones with no losses.  I sync using iCloud between a couples of Macs (both running Mavericks), an iPhone 5s, iPad Air & iPad Retina Mini plus an iPod Touch that is still running iOS6.

Apple has never tried to force me to use the Internet for notes.  Where did you ever get that idea?  I've been using the notes app for years with no problems and I use it every day.
