Some folks are confusing web based with internet based. One can access information through an Internet Service Provider ( which you pay for an account), it can be e mail through an e mail client software program or the world wide web through a browser software program. In addition one can also access ones e mail through a browser, this is generally called webmail. All of this is part of the internet.
