Please, all email is NOT web based.
Gmail, Yahoo and any other so called "webmail" service you like to name are simply a POP/IMAP server & and SMTP server.
They are now and almost (except for the IMAP part) always have been.
Webmail is just a pretty front end in a browser to enable you to access those POP/IMAP & SMTP servers.
SquirrelMail, RoundCube & many others are just Webmail servers that you can setup so people can access your POP/IMAP & SMTP servers.
So, as we can see, both Pete & Rich are incorrect.
