No, I'm still using iOS 6 on my iPhone & iPad and iOS 4 on my iPod Touch.  I find it hard (impossible) to believe that Notes no longer works with iOS 7.  I have never used Google or Yahoo for notes and only use iCloud because I choose to.

Apple has never tried to force me to use the Internet for notes.  Where did you ever get that idea?  I've been using the notes app for years with no problems and I use it every day.
